Manipur: Complaint lodged against Imphal West Sessions Judge over granting ‘anticipatory bail’ to three accused

In 2019, Manda Leima, her husband and a few others had allegedly kidnapped a minor (differently-abled), and had her confined with them overnight during which she was sexually molested, the minor’s grandmother stated in her complaint.

A complaint was lodged against the Sessions Judge Imphal West before the Chief Justice of Manipur High Court on Monday over the matter of granting ‘anticipatory bail’ to three accused, Manipuri film actress Manda Leima, her husband Boyai, and another person, in a POCSO case registered earlier with the Women Police Station of Imphal West.

The complaint was filed by a differently-abled minor’s grandmother. She has also filed another petition to the State Human Rights Commission praying to monitor the progress of the investigations in connection with the case registered with the women police station bearing FIR No. 29(9) 2021 WPS-IW u/s 366-A/368/ 354/34 IPC and 30 POSCO.

The woman who filed the complaint said that the case pertained to an incident that had occurred in 2019 and the police had been delaying to take action. However, recently upon the intervention of the chief minister, they had registered a regular FIR. Although four persons were named in the police complaint, only one person was taken into police custody while actress Manda, her husband and another person could not be arrested as they had already taken anticipatory bail.

In her complaint to the Chief Justice, she had stated that it is a high profile case as Manda is a well-known actress of Manipur and her husband is a former member of a proscribed underground group of Manipur.

It might be recalled that in 2019, Manda, her husband and a few others had allegedly kidnapped a minor (differently-abled), and had her confined with them overnight during which she was sexually molested, said the woman in the complaint letter.

She also stated in the complaint that the police have since taken one Wareppa Epa into custody but the other three, Meitan Keishungbam Mani; Salam Boyai; and Salam (O) Manda Leima have not been arrested as they had taken anticipatory bail granted by the District and Session Judge, Imphal West.
