Manipur Chief Minister N Biren announced a reward of Rs 5 lakh to any person who can provide the exact information about the recent incident of indiscriminate gun attack at B Gamnom village, Kangpokpi district.
The announcement was made by the chief minister during the launching function of ‘CM’s Health for All’ at his Secretariat on Thursday.
Biren said that killing innocent people, including a minor, is a barbaric act and the government will not spare or compromise anyone who has committed the crime.
Combing operation has started in the incident site and its adjoining areas. Anyone who shares information about the person(s) involved in the case will be given a reward of Rs 5 lakh, he announced.
Stating that the blueprint of various developmental works taken by the state government in the last four and half years is ready, the CM asserted that 47 per cent of the total budget of the state was allocated for development of the hill areas.

‘Go to Hills’ mission enable to understand the various problems faced by the villagers in hill districts and the state government could bring an immense change in these regions in a span of four years, he added.
Citing the main reason the hill regions remained as backward, Biren said that during the previous government, hill leaders stayed in the valley to enjoy a lavish life. They go back to their native villages only at the time of elections to seek the votes with the complaint that valley people did not invest anything for the hills. However, such practices have been stopped after the BJP-led government came to power in the state.
Biren said that the main focuses of the present state government are health, education, self-reliant economy and law and order. In connection with these topics, various programmes and schemes were already launched.

The ‘CM’s Health for All’ scheme will facilitate door to door screening for primary healthcare and chronic disease management. In the first phase, 1,628 villages will be selected from all 16 districts. The selected villages are linked to 118 primary health sub-centres and 29 primary health centres and seven community health centres.
Under this scheme, onsite consultation with doctors and prescription with free drug delivery will be executed. Diseases to be detected are diabetes, hypertension, heart disease, kidney ailments, respiratory disease like COPD, and three common cancers such as oral, breasts and cervical, mental health and stroke, he informed.
Biren appreciated the ASHA workers for their service during the pandemic and announced that honorarium of ASHA workers, Anganwadi worker and helper will be increased by Rs 500.
Another 369 ICU beds will be increased soon. Of which 10 each will be provided in all the district hospitals.
Prefabricated hospitals will be made in four hill areas at Tengnoupal, Noney, Kamjong and Pherzawl with a cost of Rs 3.5 crore. RT-PCR testing machine will also be installed in eight districts of the state, he added.
He also informed that Urban Primary Health Centre of Minuthong, Singjamei and Mantripukhri will be opened weekly as evening clinics from 4:30 pm to 6:30 pm. This step is being taken for the labourers working in the urban areas as they do not have time to visit doctors during day time due to their busy schedule.
The programme was also attended by some ministers, MLAs, health officials, ASHA workers and others.
