As the circumstances do not admit the serving in due time of a notice upon the person against whom the order is directed, the order is passed ex-parte. This order shall not apply to the agencies of the government involved in the enforcement of law and order and the maintenance of essential services, the order stated.

Kirankumar stated that information was recieved from the superintendent of police, Imphal West on  27 September, that there is likelihood of serious breach of peace, disturbance to public tranquility and grave danger to human life and property in the said area on account of dispute among MPP members.

Therefore, it is desirable that any breach of peace, disturbance to public tranquility and danger to human life and property should be immediately prevented.

As such it is considered that entry of any person in the said area should be prohibited as an immediate preventive measure that is likely to prevent a breach of peace and disturbance to public tranquility.
