The Indo-Naga Political Peace negotiation exacly runs in the process of 13 years and six days with the first cease-fire pact effected on Ist August 1997 agreed on the ground rules princilpes in letter and spirit accepting the "uniqueness, history,cultural ethos of the Nagas" by the former Prime Minister PV. Rarasimha Rao first seriously agreed for political settlement with the NSCN supremos at Parish on june 12 1995 considering the Nagas problem is left only on Political dialogue. Again The Indian former PM Devegowda on 17th November 1996 at Zurich met the NSCN leadrers Isaak Swu and Th. Muivah and penchanted the same matter and the PM informed the issue to the Indial Parliament that peaceful political dialogue settlement between GOI and NSCN would solve. Thirdly Mr. Satish Chandra Pm's Emmissary to IK Gujaral met in Geneva on 25th july 1997 to pursue the initiative of proceeding Indo-Naga Political dialogue which was matually agreed up by both the entities and thus begun the "Indo-Naga Ceasefire Pact" on 1st August 1997.
And in the bilateral principle historic statusquo maintaining the "NO war Pact " condition between the two couter parts a, almost over 6o rounds of political table talks so far had had concluded with a gist bearing no fruits thouh both" Indo- Naga Peace makers"(negotiators) spent enough time , energy and cost consumption so long or time again and again culminating the term considered to be the "world's longest Cease-fire" ever heard. It is due to the author's observation the insincerity and, total denial of Nagas rights forgetting the Nagas Social apathy and violence,bloodsheds in the opressive scenario that Nagas unique history tells from the ancestral Nagas "Vicious Circle" of the movements and considering all the delaying tectics role played by the GOI is never understood in facsimile thoughts but rather or better understood that GOI is only waiting Mr. Th. Muivah, the General Secretary of the NSCN(IM) so that India would find a better room for Nagas Political negotiation. But one thing the author humbly and honestly share before the Indian leadres as what the Holy Bible says in Romans Chapter 4:3 that says for what saith the scripture? Abraham believed God, and it was counted unto him for righteousness. Also 2nd Corinthians Chapter 3:5 says, "not what we are sufficient of ourselves to think and thing as of ourselves; but our sufficiency is of God". The Romans Chapter 8 verse 33 also says that "who shall lay anything to the change of God's elect? It is God justified. and the chapter of Romans8:5 says" who shall separate us from the love of Christ? Shall tribullation, or distress, or nakedness, or peril or sword? . The belief and faith of the Naga people have faith and trust that the quatations of the Bible infeliably guide the leadres of the NSCN as TH. Muivah believed in God as he said before Him.
The GOI had tested TH. Muivah to see openly how his people supported and love or trusted his true leadreship in an "open-sky" in the name of Democracy class structure but Th. Muivah in his faith and belive in God' mercy visited almost all the Historic and remarkable naga villages in Nagaland like viswema near Maogate, Kohima Brabasti , the largest village in the world, Psutsuro in Phek district of Nagaland, Wokha, tuensang the extreme East of Nagaland, Mon district, Khonuma near Kohima Science College etc. etc in which the whirlwind tour the leader was welcomed and recieved warmly with the respective villages authorities, womwenfolks young and old, Church Organizations, Students Unions with keen ann anxiety to see hiss face to face massively and a full support from all the visited villages people poured momentum support for the Nagas cause.The real picture is thus screened through the whole naga interest of the Naga political issue is no doubt justified by the Central leadres so far as the people of Nagas concern and nothing else to think over again.Henceforth delaying to bring the Naga Political settlement anyfurthermore would only mean nad directly or indirectly waitring no other ideas than Mr. TH. Muivah to expire but if that so it is to be noted that Th. Muivah Has Laid lakhs and lakhs of his minset people who are never to retreat or subdue the rights of the Nagas Movements in the in-generations that is also the author cleary agrees.
As a matter of fact taht the History of the Nagas in Manipur records thatduring 1884 Ukhrul was raided by the the Manipuri maharaja with the help of Kuki Levis where several Ukhrulites killed but the successor of the Ukhrul Headman nevr sudue the thread and Civil war and refused to pay the house tax, Phungchan Village was also raided twice by the Meiteis with the helpers of Kukis Levis under the maharaja of Dabar in 1864 and 1884,, Zingsui, Maka, Chahong was also done the same in1881, Chingjaroi, Awangkasom, Shangshak villages were raide in the year 1919, according to the record book account left by the British. On january 10 1929 Simmon Commission under the spearhead organization Naga Club demanded the Britishers to "leave the Ngas rights alone" and submitted the declaration to Lord Batten by 20-member signatories.A 9 point Agreement on 26th June 1947 was submitted to Hyder Ali, Governor of Assam demanding that Nagaland is not included in Assam, a 16-point agreement on 26th june 196o was alsso prepared on 11th November 1975 by 5 Naga members.Tangkhul Naga Long then resolved headed by Ngalangzar Rarui on 29th August 1956demanding a political solution for the Nags to the then Prime Minister Pandit Jawahalal Nehru drafted the memo by Lt. Suisa Ex-MP. Thereafter a joint meeting was staged at Imphal Kakhulong under the leadership of T. Luikham with all the Naga tribes representatives for the same cause and to bring all naga inhabited areas under one administrative Unit in the Naga Hills in Tirap, Tuensang and Manipur.
The first Manipur Naga Convention(MNC) led by R. Suisa was held on 22nd Oct.1957 at Mao gate with the counterpart Naga Nationalist Oraganization (NNO) and the 2nd MNC convent was held at Dadubi on 3oth Nov. 1956 to oppose the Hill Village Act and demanded that the Act wais not acceptable by the Ngas and not at all wanted it.. and a memorandum prepared by R. Suisa-EX-MP of the MNC dated 14th Oct. 1961 submitted to Pm Nehru that the MNC stating anxiousness to join the new Nagaland set-up State which was signed by Angnal Anal, President, MNC and Z. Ramyo, Secretary. On 27th October 1996 Suisa Ex-MP's proposal ccontaining, Naga Political, Administration, Boundaries of Nagaland which is birthrightly needed to be free be given but would not act any detrimemtal to iIndia was submitted to the GOI. The NNC in 1955-56 demanded that we are not Indians in Kohima playground whe the Government Security indiscriminately fired and may movement supporters were mercilessly killed in cold blooded. The drafted Government Act of 1947-1951 of the Indian Constituetion was opposed and ignored totally resulting the violence and chaotic situation of the people. Maharaja Churachand of Manipur was kept house arrest by Akbar Hyder Ali governor of Assam and was forced to signed the merger Agreement in 1947 which was in a code named "Instrument of Accessionn"
The Kabow valley actually belongs to Manipur as per the record history but in 1825abd 1835 the king of Burma Aluwang PIa in befor in 1917 who was a powerful king invaded Manipur in 1817 and defeated the Manipur Maharaja Bhagyachandra and sought the help of the British Resident Chitakong, Bengal(East Pakistan) ruled by the British and denied but with the option of helping assistance with the help of Manipur Kuki Levis with issueing 500 ML guns by the British residents alongwith 500 Kuki levis men. Later Kabow valley areas was raised in ownership contentment in 1835 uuder the rule of King Gambhir Sing of Manipur and at time British ruler was in place in Delhi called Viceroy or General of India and Burma together and the Viceroy deputed Captain Maglog and when the matter of the ownership of the Kabow valley discussed proceeded officially by the British resident, the Resident of British deputed Official at Burma was in a position of the Rank of Major higher rank and thus the final decisionn was finalised by the hiigher Rank favour and Kabow valley was entitled to the permanant ownership of Kabow and hearing. According to the Historical background book recorded by the British version. And reflecting to the facts recored History background of the Manipur , Nagaland, Arunachal, Assam, the Unique History and heritidary, aancestral, cultural and customary laws of the Nags Rights is so inevitable that the global country while kwowing the rights and human, land rights no land can deviate the views to help and support the long-standing demand of justice buy the Nagas and the writer to obviously a greed and stand by the rights of the Nagas as the auther is not being the Naga but rather standing and justified the rights of the people land and resources that belongs to the owner . Lastly the author humbly and genuinely appeals the authority of the GOI and NSCN representatives to find an amicable settlement acceptable to both the counterparts in the interest of the whole Naga people and no more futher delay to let the Naga people think that IGOI is in the creen behind to expire T.Muivah, I further urge humble request all Naga Political groups to joint hand-in-hand forgetting the past mistakes and burried forever to have the long cherish Nagas aspiration come true and recieved.
