Rs. 782.36 cr demands for grants passed in House

IMPHAL, Jul 26: Seven more Demands for Grants amounting to Rs.782,36,83,000 crore for the financial year 2010-11 were passed today in the state Assembly after a discussions and observations which involved members both from the Ruling and Opposition benches today during the demand wise discussions in the House.

The demand  for grants which were passed in the House today included a sum of Rs. 103,19,68,000 for Agriculture department, Rs. 168,00,97,000 crore for PHED, Rs. 24,37,90,000 crore for Fishery department, Rs. 331,65,06,000 crore for Irrigation and Flood Control department, Rs. 136,04,21,000 crore for Social Welfare department, Rs. 9,16,58,000 crore for Relief and Disaster Management and Rs. 9,92,43,000 crore for Economic and Statistics.

Before passing the demands, the Opposition bench moved token of cuts on PHED, Fishery, Irrigation and Flood Control, Social Welfare department, Relief and Disaster Management on account of ineffective implementation of the PHED programme, and failure to produce adequate fish to cater to the needs of the people. Further, the Opposition bench also moved the cut motion in the Irrigation and Flood Control department for failure of cost effective implementation of work programmes, lack of transparency of the administration of the Irrigation department, lack of commitment and efficiency of employees of the department, lack of proper management of the department. Cut motion was also moved for Social Welfare department for lack of effective administration of the department and also cut motion in the Relief and Disaster Management for lack of reaching out of detailed information.

The Opposition MLA who participated during the discussion and observation while moving the motion included senior opposition MPP MLA, O. Joy Singh, Dr. Ng. Bijoy, Dr. I. Ibohalbi, RK. Anand, and Th. Shyamkumar. The discussion was also participated by MLAs from the Treasury bench including N. Mangi, L. Nandakumar, Kh. Ratankumar, and M. Hemanta.

Meanwhile, a discussion also took place in connection with the Vigilance report of 2009-2010 raised by O. Joy in the general public interest stating that most of the recommendations made by the commission were still pending, adding he alleged government negligence for the pending action.

While responding to queries from O. Joy, chief minister, O. Ibobi said that out of 34 departments in the state there were 113 cases in the year 2009-10. Out of the departments, 11 departments were marked as sensitive by the commission which included DC/DRDA, Education (S), Health Service, Power Department, Industry Rural Development and Panchayati Raj, Social Welfare, Veterinary and AH, Works department etc.

Further the CM clarified that the concerned authority is examining the recommendation for appropriate action.
